Hon. Joseph M’eruaki M’uthari is the Chairman KEPHIS Board of Directors. He is serving his second term having been reappointed on 26 June 2026. He has Master’s Degree in Development Studies from St. Paul’s University, Limuru and a B.Sc.(Hons) in Forestry from Moi University.

M’uthari’s influence extends into national governance through his service as the Member of Parliament for Igembe North from 2013 to 2017. As Chairman of the Tana Water Works Development Agency, he oversaw major projects aimed at expanding access to clean water and improving sanitation services. In the agricultural sector, his leadership as Chairman of the Kenya Plant Health Inspectorate Service (KEPHIS) has been instrumental in strengthening food security systems.
