Kenya Plant Health Inspectorate Service (KEPHIS) is the government parastatal whose responsibility is to assure the quality of agricultural inputs and produce to prevent adverse impacts on the economy, the environment, and human health.
KEPHIS was first established under the State Corporations Act in 1996 and later formed under the Kenya Plant Health Inspectorate Service Act 2012 and its mission is to provide a science-based regulatory service by assuring plant health, quality of agricultural inputs and produce for food security, globally competitive agriculture, and sustainable development.
The Kenya Plant Health Inspectorate Service Act No. 54 of 2012 prescribes under Schedule 1 The Plant Protection Act Cap 324 and The Seeds and Plant Varieties Act Cap 326 as some of the laws to be implemented by the Service. The Plant Protection Act Cap 324 is currently under review to strengthen the regulatory framework for prevention of introduction and management of plant pests and disease in Kenya.
Regulations under Cap 324 have also been developed to provide for the better carrying into effect the provisions of the law. The Seeds and Plant Varieties (Vegetatively propagating seeds 2023, Plant Breeder’s Rights Regulations 2022 and Forest Tree Seeds Regulations 2021) under Cap 326 are also currently under review/development to enhance certification and availability of quality vegetatively propagating seeds to farmers, promote an effective system of plant variety protection, with the aim of encouraging the development of new varieties of plants, for the benefit of society and the governance of Forest tree seeds respectively.
